Creating space for districts in PEDP implementation

Abstract:
This paper narrates the progress of an exchange workshop on the implementation of the Primary Education Development Programme (PEDP), which was held by PAMOJA in 2002. Participants came from all Districts in Kilimanjaro Region, representing both government and civil society, and during the two-day workshop a number of various case studies were presented. Those districts, which utilised PEDP resources as part of their own developmental plans, rather than merely implementing the programme blindly following set instructions and guidelines, were found most successful. Participants recognized the role of communities and recommended giving them a central role in implementation. They argued that this would not only enhance ownership, but also the quality of education provision
