Abstract:
This environmental and social management framework outlines the screening process (checklists) for subprojects, enabling local governments, and communities to identify potential environmental and social impacts, and thus incorporate relevant mitigation measures into the design of such subprojects. The respective Environmental Committees/District Environmental Offices will review the proposals for compliance with environmental procedures, and regulations, and may reject proposals, which will have to be re-designed, and re-submitted for a second review. It is recommended to improve monitoring criteria, and to launch capacity building, and training measures in environmental protection, and in addition, encourage the involvement of civil society. Mitigation measures stipulate the following: at the construction stage, environmental guidelines will be included in contracts; at the maintenance stage, which includes medical waste management, the implementing agency shall be responsible for following the relevant environmental guidelines; water supply subprojects should comprise public education and awareness on environmental regulations, and protection, while implementing agencies shall be responsible to ensure the appropriate management, and leakage detection; capacity building, and training assistance will be provided for current District staff in 13 regions, and, a training needs assessment for three ecologically distinct regions - Dar, Kilimanjaro, and Iringa - will be conducted, in addition to updating the existing training manual for Bagamoyo, and Meaty regions
