The right of access to justice has for a long time and in many jurisdictions been regarded as one of the most important rights a person is entitled to enjoy in a democratic society. It has been regarded as unlimited and it has been jealously guarded by the courts.1 Without access to justice, it is impossible to enjoy and ensure the realization of any other right whether civil, political or economic.
